Does anyone know of an issue that would cause this problem and how I could reslove it.
I do not receive email that I send from my blackberry.net account to my work account. It show on the BB as being scuessful, but I never get it. I have check the Exchange server logs and it seems to have never made to to the server. I can send to a yahoo account or my home email with out any problems. I'm not the only one in our office that has this problem. I'm on the Rogers network and the person that asked me about this is on the Bell network.
Any suggestion would be appreacted.

Have you checked your spam folders for all those involved?
Since you say those in your office are having this problm, I would look there.

First placed I looked, I even put a rule in to allow an email coming in from blackberry.net domain to pass thru.

So, to be clear, if you send the yourusername@yourcarrier.blackberry.net email from a device, it never shows up on the "work account"?
Assuming the work account is your BES email? (like name@yourdomain.com).
Are you looking at the BES account email in Outlook?
Does it ever show up on the recipient handheld device?

Yes
Assuming the work account is your BES email? (like name@yourdomain.com).
Correct, but we don't have a BES just an exchange 2003 server with OWA active.

Can you test this, sending one of the yourname@yourcarrier.blackberry.net emails to another email address, if someone there has a gmail account or a yahoo account, not in your OWA setup?
