1)I have modified some settings. namely : security options>TLS>switched from proxy to HANDHELD> protocol:TLS/SSL>encryption strength>strong only etc. somebody told me that it might be an encryption problem (so I have switched from 56 to 128 bits encryption) - I hope it will help. maybe the thives from vodafone romania provided me some stupid settings to make me have extra traffic so they could gain extra money.
I hope it works on BIS,
2) regarding what you`ve previously said, how do I know for sure if outgoing email compression works both on BES and BIS or only on BES?

I personally don't think there is any comnpression of sent emails.It is very likely your sales person had no idea what they were talking about.
It is possible that once the mail hits RIMs servers or such that there is some compression for that time period, but obviously it is decompressed upon delivery to your destination, or you would need some decompression on that end.
I have sent many image files (JPG) from my BB to my desktop email, and never noticed it compressed.
Also, remember that JPG files in themselves ARE compressed. JPG itself is a type of compression. Perhaps that is what your sales person meant.
Still though, what you are seeing is normal.

Thank you JSanders, Thank you Krypto. Sorry I`m late with the answers, but I reply from Europe, so there are a a couple of hours in between.
I`m not sure I fully understand what JSanders said about compression
So:
1) Is compression working on BIS, both for outgoing and incoming email or compression is not provided for BIS? (let`s ignore JPEG stuff, I got that - I`m interested only in plain text email)
2) what would be the size of an BB sent/received email (no attachments at all - text only, not more than two phrases)?
2) Is the compression issue got to do with the hanheld settings, and is it taking place since I hit "send" on handheld? Please look at the post where I presented the settings modification I made (in advanced settings, TLS..: I turned encryption on handheld instead of proxy, strong only instead of allow weak...) and please tell me if I have correctly proceeded.

Based on what JSanders stated, there is no compression. So if you're sending 4kb, you're sending 4kb, whether it's on your computer or your phone.

but is it normal to lack the compression? is this due to 1) a system malfunction or

There is data compression, but it's only over the network, not what shows up on your phone or computer. So you will see the compression by comparing your data usage on your phone bill versus your data usage with a non-BlackBerry device (e.g. an iPhone). With the BlackBerry Internet Service, it's only between the device and the service, while on BES, data is compressed and encrypted the whole way.
