Only the creator of the IT Policy that is on board your BB can modify that policy to allow what you desire. If you are on BES, then you need to talk to your BES admins...but beware since IT Policies on BBs are typically designed to support the policies and procedures of the organization to which the BB is associated (e.g., your employer).
If you are not on BES, then it would seem that there is a latent IT Policy on board your BB that is blocking what you desire. You can remove the IT Policy, but it's a tricky procedure.
Let us know if you are or are not on BES, and if you are not we can provide you the proper procedure for cleansing your BB of the latent IT Policy.

OK...the process you must follow will be tedious, but it is the only way to accomplish this.
First, take a full backup of your BB using the RIM Desktop Software:
Take careful note of the location, on your computer, of that backup file...you will need it later.
Next, take a manual inventory of any apps and license keys you have obtained from other than AppWorld...you will need to manually reinstall those from whatever source you originally obtained them.
Next, perform this to wipe out the IT Policy (along with everything else on your BB):
Now, perform these steps to return your BB to normal operation (sans data and apps, for the moment). Steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step:
1) Register HRT
2) Delete and Resend Service Books
3) Batt Pull Reboot
Now, perform a SELECTIVE restore to your BB from the backup file created earlier. Restore only those databases you know you require, skipping any that have anything to do with IT Policy.
If you do a wholesale restore and/or restore the DBs that have the IT Policy, it will dutifully put the IT Policy back on board, and you will be right back where you started. Hence, the Selective restore of only those DBs you require is the proper method to use here.
Now reinstall all of your apps, both from AppWorld as well as separately (using that manual list you created earlier), reconfigure your homescreen, wallpaper, etc., and you should be back in operation, and be able to do those things that the IT Policy was earlier blocking.
