To use BlackBerry Messenger, you must have THE BlackBerry Data Plan on your mobile provider account.

If they have locked your account somehow, you need to contact them.

Did you actually remove the IT Policy?

Yep. Do u know that all bb that was bought in Russia are "Rospromtest" ("РСТ" in russian)...and bbm is locked...
How can I open it??
