I'm getting the error that I've used all the device PIN changes on my App World account. I'm on my 3rd Tour right now because of hardware issues. Please allow my new device to access my purchases that I've already paid for. My new PIN is (removed personal information). Thank you.

and fill out the form. Use, in the "Please select a component:" field, the AppWorld Billing/Payment selection. Be sure to also include the reason why you have exceeded your maximum allowable PIN associations to AppWorld (e.g., multiple RMA, warranty replacement, etc.).
Occam's Razor nearly always applies when troubleshooting technology issues!
