Hi i dont know if there is an app but, if u have a descent wifi (1mb my case) try
www.3gpmobilemovies.com this is how i do:
1 go to the page
2 select category ex:hollyood movies
3 select desire movie (look quality words, tscam, dvd, dvdscr..etc) this mean how high is the video quality
4 when u select a movie the browser open a new tap in blank, dont worry just close it and back to previous tab (ex: i open page on tab1, after select the movie browser open the tap 2, close 2 and back to tab 1and thereis the movie)
5 here u find links to download by parts click
6 click on "click here to download" here u see 3 or 4 diferents download servers
7 if u click only once on server link the browser open the movie just relax and enjoy, if u click by 2 or3 sec the link menu shows options just click on "save link as" and the movie will be download to PB
8 repeat from 5 to get the others parts
