When you recieved this error are you able to use other BlackBerry applications like BBM, emails etc. ?
If you're unable then problem might be with your data services or your Carrier is having any issues on there Network , you should call them to confirm.

For you problem with download app please check your other thread application world error
Regarding BlackBerry Protect , try those steps in a same sequence :
1- Register your Handheld .
2- Resend your Service Book
3- Then perform a battery pull restart like this while the device is powered On remove your battery wait for a min. then reinsert it back
After doing so , try to access BlackBerry Protect on your BlackBerry and check it again.
