The BBMaps app is free, but sometimes it cannot load correctly via an OTA install...refer:
- KB19220 Unable to install the BlackBerry Maps application from the Research In Motion website on certain BlackBerry Smartphones
But, on some carriers, they actually block the BBMaps app (I think that AT&T once did, and maybe still does, do so) in favor of their own mapping app. But, give the above a try and see what happens.
