reboot anyway, Do a simple reboot on the BlackBerry in this manner: With the BlackBerry device POWERED ON, remove the battery for a minute, and then reinsert the battery to reboot.
If still no relief, you will need to reload the operating system on the device. If you need assistance on that, please let us know.

Yes, a backup on your laptop is fine.
Proceed without the local backup.

Hey you are very very welcome.
The backup is a safety measure. It normally WILL restore on it's own, the backup is just in case it does not.
