IT policy installing permanently - email not synced

I have a E3 plan with office 365. 

- I can create the users on BBCS no problem, but when I assign a device to a user (wired) and the IT policy stays on the installing fase. 

- The mailboxes are not recieving the ETP.dat attachment.

- The service book on the BB show the following:

 

email@email.com [SYNC] 

email@email.com[BrowserConfig]

email@email.com[CICAL]

email@email.com[ServiceConfig]

email@email.com[OTASL]

email@email.com[CMIME]

email@email.com[ALP]

email@email.com[IPPP]

 

The syncronization process lasts 2 seconds.

 

Any idea on what is happening and how to solve it?
