Remove Service Books / Disable Internet Browsing on BlackBerry

Is it possible to customize what service books are sent to the blackberry from the BlackBerry Cloud Services web console? We want to totally remove internet browsing capabilities for some users, so I want to remove all browser related service books. You can do this in the device itself, but it eventually re-downloads them.

 

If this isn't possible, is there some other way to restrict internet browsing? We could do this with policies on our old BES server, but BlackBerry Cloud Services doesn't give us this option.

if you dont have acces to the IT policies on the BES server you cant do much about it.
