Our Canadian users with Blackberry Z10 devices have reported that when they travel to US activesync does not work automatically. They have to go to email settings, turn off Push and then enable it again to manually sync their devices. This is same for users connected through BDS or directly through ActiveSync.
Have already verified Exchange active policy is set to false for "RequireManualSyncWhileRoaming". Users have downloaded latest software updates on their devices. We do not have any issues with iOS, Android and Windows Mobile devices. Automatic sync works absolutely fine while traveling with these devices to US.
Have reported this issue to Blackberry Support and have got one of the user to generate and sent diagnostic reports from the device while he was in US. While we wait for Blackberry to diagnose these reports want to find out if anyone has come across similar problems and if they were able to resolve it.
Any help or feedback in this matter will be highly appreciated.

Thank you for confirming that you are also experiencing the same issue.
Blackberry is still trying to determine what is causing this problem. Have been running around in circles and providing different set of logs but still waiting for a definitive answer.

We have been able to resolve this issue by doing a security wipe and reconfiguring activesync email on the Z10 device. The device updates released couple of weeks back probably resolved the issue on the device however it was not effective until it was wiped and reconfigured.

I have the same problem, except I am having the issues with a AT&T Z10 romaing in Canada on Rogers (it works fine in the USA). I have done all the steps suggested and have ensured Active-synch is configured correctly but it will still only work in "manual" mode in Canada. The wipe and restore did not help. Does anyone have any ideas, love the device but can't deal with this much longer.

I experience the same problem in the US last week so over the weekend I did the security wipe and update before setting up ActiveSync and I still have the same issue this week that I am in Dubai.

I am still trying to work out if it will continue to receive emails or if I need to constantly turn the push button on and off. With Push button off it looks as though the balcakberry will ony sync with my server every 15 minutes. This appears to be the case whether I am connected via wifi or through my network provider. This is a serious issuse and one that I hope blackberry will fix soon

I am having the same issue as well. The solution bpariscc suggested doesnt seem to work for everyone. Maybe this thread shouldnt be marked as solved so we can get some more information on this.
