I believe that what you see from Twitter in the hub are Direct Messages (DM) only, they are a direct person to person chat. The person you are messaging via DM must be following you, or you can't send to them (this is standard Twitter functionality.) It basically turns Twitter into an instant messaging app for all your Twitter contacts.
In the Twitter you see the public messages that anyone else can see.
