Blacklisting is not effective

My phone was recently stolen and I had it blacklisted. To my surprise, my BBM contacts informed me that they are chatting with the person who is in possession of the stolen phone. I alerted Vodacom but they simply said I should report it to the police.

Some Carriers may ask for a Police report filed and have them sent a copy to block the stolen phone, but if its on a Data Plan, your Carrier should assist you with suspending the service for you not to get charged for a service you don't have.. Please contact your Carrier about this.

Carriers doesn't have law enforcing authority. But they can block/suspend the SIM card which eventually blocks BlackBerry data plan. In many countries you'll have to inform local police to report a stolen cell phone. Also remember that Blacklisting an phone/IMEI won't allow 3rd party to play with your device data. Only suspending SIM card will help in this case.
