Network Selection while roaming in Mexico

It seems Network selection is disabled when roaming in Northen Mexico. Is there a way to re-enable Network Selection?

Which carriers device (on your home country) your using? What network you've opted for while in roaming?

This is an AT&T BB Bold. It goes automatically to Movistar (which sucks), and does not allow me to switch to anything else.

I know Telcel is available because other people with IPhones in the same building get Telcel and can switch back and forth between Movistar and Telcel, but I can't with this phone
