Please reboot the device by removing the battery while the phone is ON. If this doesn't resolve the issue please contact your Carrier. But before contacting them, please also check the dialling pattern you do, the phone number you're trying to call and the Call Blocking feature if it is ON. To check the Call Blocking, Go to Options icon on your homescreen, choose Call Management, then look for Call Blocking, it will tell you if the phone is blocking incoming and outgoing calls.
