Would like to collaborate with a dev on a crisis app for gov and emergency mgt

I'm a crisis communication profesional that has worked for the American Red Cross, the Governor of Illinois, supported communications with FEMA, and currently run my own crisis communication firm.

 

BB still remains the device of choice for government entities ,but an app that would make crisis communications easier when the stuff hits the fan would be an invaluable app for people in our line of work. 

 

Please let me know how we can solve this much needed issue.

One approach would be to do an Open Source, HTML5/WebWorks-based app.  I'd look into something like Apache Cordova, and I'd use a permisive license like BSD, MIT or ASL2.
