Most developers will see your question as something like...

"A car dealership has quoted me $15000, for a car is this reasonable"

Well... is it a lemon or Benz?

[ Edited ]

I originally thought you meant 3 apps each on 3 platforms. I think $70,000 is on the high end of things, but

1. everything is expensive in the UK(I think?).
2. Can you post the companies portfolio?

Because $70,000 is a high amount so you should be making sure this company is of high quality. I think members of this form could give you a better idea of the quality of their code if we can see examples of their past work.

3. Post what the app is suppose to do.

hi

thank you. basically the app should enable the user to 'post a review' and 'retrieve a review' 'comment on a review'  possibly upload an image too

Could be done for cheaper but without seeing the companies past projects it's hard to say if it's worth it. (They could have an amazing graphic designer or very high quality products)

I would deffinetly compare your options.

You can also build a single 'Web App' and have it accessed via all 3 platforms.
