I re-installed MDS from a different source ( I copied the zip file from a developer on whose machine it was working). And the error went away.
I did not need to change the arguments to run.bat or re-install anything else. I just re-installed MDS from a different source. I hope this helps someone else who gets burned with the MDS SDK.
