I don't thing it is asking for a device pin but it is just asking for a password key which will be required to install keys. I know it is confusing but just create any random password and use it as your Blackberry Pin.
I may be wrong though as I bought key few weeks ago (of course by paying $20.00) and back than I didn't need Blackberry Device PIN.

working on a blackberry app without a device is no good idea.
the simulators are great, but you should test your app on a real device before providing it to customers

It's good news but i have no blackberry and i want signing keys as i am working on blackberry app development.what should i do , It is asking for device pin
This PIN doesn't relate to a BlackBerry Smartphone PIN. It's just a unique identifier that you'll use when you install/register your keys.
