All I want to do is sample that (i.e. the neighbor list, strengths, etc) information... Is there an indirect way to get to that info? Or, does anyone produce a tool that can provide that info on a blackberry?

I've requested this feature at several levels of the company. They won't do it. I cannot think of a good reason why. This functionality is not available on Android either.
You can get this information on Windows Mobile and iPhone.

Since: API Level 3
Returns the neighboring cell information of the device.Returns
- List of NeighboringCellInfo or null if info unavailable.
Requires Permission: (@link android.Manifest.permission#ACCESS_COARSE_UPDATES}

It's a shame that RIM does not include that functionality to the API (Especially when Android, Windows Mobile and iPhone implement it)
If we were many people that require this feature, may be RIM would include it.
