Blackberry push notification

In blackberry how can I do push notification?

I am doing as per the document

 

https://localhost:8443/sample-push-initiator/main

I go there, and when i click start  general push i get

ERROR: Unauthorized to communicate with the PPG at URL: https://pushapi.eval.blackberry.com/mss/PD_pushRequest with username: sampleappid and password: *****

 

and when i click  start personalized push i get

ERROR: There are no active subscribers.

I also dont understand why I have to do all this, why download tomcat???

Isnt there a place where I can register with blackberry and send push messages thru it. in a way i integrate things into my application where it waits for push messages from blacberry

Start Apache Tomcat™ by navigating to the bin folder in the Apache Tomcat installation folder and double-clicking
either startup.bat or startup.sh.
1. In the address field of a browser, type https://localhost:8443/sample-push-initiator.
2. Press Enter.
The web interface of the sample Push Initiator appears in the browser.

 

I am st this step, where am clicking general push..or personalized push and get those errors
