Right click the project, choose properties, Java Build Path, Libraries, then select "JRE System Library" and choose Edit. You should see a drop down where you can select the component pack you want.
Also note that this doesn't automatically change the simulator. You need to go to the simulator and choose JRE, then Alternative JRE, then from the drop down choose what Component Pack you want (as long as the simulator supports that component pack and you have it installed).
