I noticed when device startups it makes connection, I found out this in log file:

I am just wondering what it does ? Why it connects and what it receives or sends ?

blackberry.net is the APN through which BlackBerrys connect to RIM's network infrastructure through which BlackBerrys can then connect to BES/MDS, BIS, and receive pushes.

However if there is no activation made on device, and carrier doesn't have BlackBerry native data plan, it still connects for some reason.
Well ok, that's not the question itself, just seems strange to me.

You might have a BIS dataplan that does not require/support Enterprise Activation. The fact that you have a BIS data plan is not stored on your SIM, so, the BlackBerry has to connect to the RIM network infrastructure to check.
