Cost of the NFC Key to access the Secure Element ?

Hi Everyone 

 

I develop an application on the RIM platform using NFC and an access to the secure element.

I want to know if the signing NFC Key to access the Secure Element is free or not ?

I have found nothing on this page https://www.blackberry.com/SignedKeys/nfc-form.html  or in the forum.
