From a Java program? I am not aware of a way. Why would you want to do this?

I am not aware of a way o doing this, but even if I was, I am not convinced that what you are suggesting is a good idea. Why do you think it is a good idea to remove this option for other applications?

Cause in our country many people don't use BIS. And, all the internet services are prepayed. And, as long as BB has no ways to block WAP on device, this is a solution.
Let me explain. Internet service for a mont costs about to 10$. I bought it. And, after two hours of usage, I payed near 20$ for Internet. As it turned out - a provider changed connection way to WAP automatically, without notification.
So, I just want to delete all the WAP settings.

The user can go into their network settings and turn data off. Does this achieve the same thing?

In this case won't be able to use GRPS or even Wi-Fi.
