How to check if the device has configured data plan for HTTP connection?

Is it possible to check if the device has data plan when making http connection(not bes or bis just regular data plan)?

I don't want my app to make connections if it will cause additional charging for the user by the carrier.

OK thanks. Its a pity because my app is a background process and shouldn't interact with the user in any way and it will surely surprise someone in a bad way :smileysad:
