Are you adding your custom atribute(s) before or after the application is built?  There doesn't appear to be any custom attributes in the JAD file you have posted.

I have not added any custom attributes.  I was expecting to be able to read all the jad attributes not just the custom ones.  Will this only work with custom attributes?

Thanks for your help, but I think I'm going to try a different strategy to satisfy the need to have different configurations of my application. 

For any one else interested, read Eric Giguere post on this thread.

I'm going with the second suggestion.  It still requires that you rebuild whenever you want to change the configuration but it should work with pre 4.3 devices, unlike the CodeModuleGroup method.
