Reporting OS and Gmail Plugin bugs

Quick question: While there is a Jira for Java API issues etc, is there also a way where we can log general bugs observed in the BB OS and specific applications like the GMail Plugin?

RIM has said to use the "normal channels" if I remeber correctly to log non-API bugs. In other words; these forums, emailing RIM specificlly, or sending it to the company/person who wrote the program.
