Are we having issues again?

We tried signing an app in Viet Nam and got "Code file does not contain a signature from this SignerID.  Please request a signature."  We tried signing the same app on our server in the US and got the same error 1 time, then it worked.  Still unable to sign in VN.  This has been happening for 3 days.
