I'm disappointed in BB10. There is no way to create timer/delayed notification, no way to control incoming call/messages flow.

Well... disappointments happen in our life.
If you want this you can create feature request.
But honestly as a PB user I would hate that feature (some background app not released by trusted by me RIM can intercept incoming call/message flow).

I have a task - application must inform the user after some time (30-50-60-90 min), but how it can be, if user will unload application or it setup background threading mode to sleep?
For example - there is a some timer. In BBOS i have delayed launch, but there - how?!
I do not have any idea, how to realize app, that requires to control own processes in the background.

If you are is not closed but just thumbnailed it keeps running. I'd try to create your app logic around this. And yes it is not iOS.
