Wifi: yes, that's how most of us do it, especially those of us with Dev Alpha USB connection issues.

The problem is that I can only change the last two bytes in "Developer address", and the first two are 169.254. This range does not fit into my home network.
Correct. When connected to USB, the PlayBook acts as a network device and uses the 169 private network. You can still connect to it over Wifi using your 192 network.
