How to get the HTML code for other languages' letters?

I'm trying to modify different languages' letters.

 

I know languages like hindi / arabic use HTML entities to store the message. Something like & # 2350; for a letter. But if we're given the letter, how do we get the HTML entity code?

 

I can't seem to figure out a good way for C++ / Qt.

 

I need something like what http://www.asciivalue.com/ generates for "नव" (hope you can see that otherwise it should generate something like below for two hindi language letters:
