The NDK is for the PlayBook and the upcoming BlackBerry 10 phones, due to be released in early 2013. It will not work with the older BBOS phones (e.g. OS 5, 6, 7) as those can be programmed only with Java or WebWorks.

When developing in Java, is it possible to use WIFI connection to the mobile to create the app for the old BB mobile?

Not 100% certain of your question. Java is not supported under BB10 and there is not compatibility layer to old phone apps.
