Does anyone know if it is possible to packge (create the bar file) from within Momentics with the Application-Development-Mode set to false?

Yes, you do project export "Export". It will take release variant, no dev mode and it will sign it. You can opt out on signing.

To be specific, it's the "Release Build" option in the "BlackBerry Tablet OS" category in the "File -> Export..." wizard.
