HTML enabled email seems to be the greater reason. There are others.
New address book and calendar views, etc.

You select the country based on your language preference for the setup, I believe that is what you are asking.
Are you following the instructions from that link, running loader.exe, or Desktop Manager?
And, you downloaded the 8700, not another model?

Pull the battery on the bb and reboot the device.
Reboot the computer also.
Try it again following the instructions given.
