Contact your Vodacom technical support and ask/demand that this issue be escalated up to BlackBerry technical support.
The only way for this to happen would be for two uses to have identical device PINs on the network, which in the past has been impossible and the network would only allow one of each at a time. PINs are hard coded to devices at the factory.
I don't know how it could have happened, perhaps tech support can sort it out for you.
