If you do happen to have a data plan and it's still not working, try the following:
Go to options > advanced options > host routing table > click in on your trackwheel > select register now
This should provision your data services.

I am having the same issue, i have a data plan (its not much but i do have one) and i cannot get a browser option even after attempting the provided solution.

Yes man i have a same problem , i dont know why there is an issue in BlackBerry phones. and even no one can solve this issue.
I have BlackBerry 8700 Software version 4.5
I am using Prepaid Connection and the internet is enabled on the sim.
Options>Mobile Network>Data Service is On.
then i apply the solution given above
Options>Advance Options>HRT> register
the message is here that "Message sent"
But there is no change in my icons
the browser is still missing all icons are shown in the menu. nothing is hidden.
Plz help if any one fortunately have the solution

Yes, but is the message received on the BB? If not, then everything else is moot and you need to contact your wireless service provider for formal assistance. It is possible that you do not have an adequate data plan on your BB...see this FAQ for general guidance:
Unless you have a plan that enables the services in the last tier listed, you cannot use the resident BB Browser and must use something else. But, with hundreds of carriers in the world with dozens of plans each, it's impossible for us to say what your specific plan should or should not cover...you need to talk to your carrier about it.
