You need to change the service account. You can't have anything running under Administrator

We tried everything and followed your KB. still, one way sync only. The only thing we have not tried is to wipe the device.
I am holding 5 units deployment until this issue resolved, please help.....

I can't tell you all the detail because I was not the person who solved the problem. but I can tell you it's not the BPS issue, it's the rights issue at Exchange administrator's the security setup with that particular user. that's why yours work and his didn't.
Please go through the BPS installation video on BB site. you should be able to id the discrepancies.
