How can we view emails in Blackberry Simulator 9900 with out BES code?
Or is there any option to use single BES code for different BB simulator models?

What do you mean by BES code?
You can use the MDS-CS Simulator so simulate sending and receiving email messages in the BlackBerry smartphone simulator. Is this what you are looking to do?

I use Email and MDS simulator. If i click on Email it ask for Email ID and Activation Password. Activation Password will be provided by the system adminstator. If i get one activation password can we able to use for multiple simulator models? If not, with out activation password how can we access emails?

No activation password is required when using the MDS-CS Simulator. Are you saying the simulator can receive email but when you try to open it you receive an activation password prompt?

Using Email and MDS simulator i'm able to view my personal emails online. But i need to configure my official email in blackberry simulator to test the HTML email.
Please find below screenshot about the login screen asking for activation password. Can we access official mails without BES connection?

I'm not able to view the screenshot you mentioned. What do you mean by "official mail"? Note that the ESS and MDS-CS Simulator don't support HTML email the same way a BES or BIS account does.

Let me know how to use the BIS account to view HTML email?
If i use the BES account it is asking for activation password, which i need to get from our admin. But only one activation code can be used for one device. Can you please suggest us how to test the HTML email with different simulator models?

The BlackBerry smartphone simulators do no support BIS accounts. You can use Desktop Manager to configured your BlackBerry Enterprise Server account in the simulator. Here are the steps:
Connect the BlackBerry Device Simulator to a BlackBerry Enterprise Server

I followed the instructions given in the below link to configure my email in blackberry 9300 device simulator conecting with the blackberry desktop software.
I'm not able to select my email by clicking on Device / Device Options / Enterprise Email tab.
If i select Microsoft Exchange (Outlook Client) in the Email System dropdown and select profile as Outlook i get the error "Enterprise email services are currently unavailable - Your administator has not added your mailbox to BES"
With out administator support or with out BES code can i connect to my emails?
Can anyone help me how to access my emails from blackberry 9300 device simulator.

Instead of using a BlackBerry Enterprise Server you can use the BlackBerry MDS-CS Simulator.
Configure email simulation support in the BlackBerry MDS Simulator
