Who will be eligible for a BlackBerry 10 Dev Beta device?

Hi,

 

I've seen some rumors floating around (twitter/crackberry) the last days and I'm asking myself who will be eligible for a dev beta or even gold device? I assume a published app or one development is a must, but what are the additional criterias beyond these obvious ones?

I was told by a RIM employee that the hardware update is due to demand for the Dev devices outstripping the supply.
