First, thanks very much for taking the time to help me on this. When I ping the simulator I get 4 replies of Destination host unreachable. See below:
Pinging 169.254.0.1 with 32 bytes of data:
Reply from 192.168.56.1: Destination host unreachable.
Reply from 192.168.237.1: Destination host unreachable.
Reply from 192.168.48.1: Destination host unreachable.
Reply from 192.168.1.35: Destination host unreachable.
Ping statistics for 169.254.0.1:
Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),

In your Virtual Machine Settings, under Hardware, what type of Network Connection are you set to? I'm using NAT myself.
I've also found that, when deploying from Ripple to Simulator, debug mode should be on. And when deploying to a Device, debug mode should be off. Unfortunately mis-matching those settings hasn't caused the timeout error like you're seeing in my case, but it has caused other issues.

Thanks for the feedback. I have NAT also but it is still not working. The playbook emulator works fine but not the BB10 one. And for some reason the BB10 emulator is not starting up, it freezes on the start up and I already tried deleting it and installing it again.
The only difference from your notes is that I am not using Ripple, I am using the SDK directly.
If you have any other feedback I will appreciate it.
