Carrier blocks BB Maps

I've come across an issue where, thanks to Tim Neil's help I was able to determine that my carrier excluded BB Maps from their latest software upgrade.

 

Has anyone else come across this and is there a way to

  (a) detect carrier using a JavaScript API

  (b) check for the existence of BB Maps and download if it's not present.
