These are areas where the Community and RIM employees can push up different APIs or samples that they have been working in order to share with everyone else. Basically the Author of the code has creative freedom over their API/Sample and RIM will help manage the mechanisms for committing the these changes.
There's information and instructions posted in the README files for the repositories on guidelines for posting in order to help those whom are consuming the code.
You'll find the Aura sample from TAT up there now and more will be on the way. There are also a bunch of APIs that have been uploaded that you can check out. Some of them are pretty raw but are a work in progress.
We held an internal API hackathon here at RIM to get some good early content to populate the repository.

How many intensity levels does the backlight support? Or is it just on/off?

This is great news But unfortunately I cannot upload my Barcode Scanner to this repository as I can see an extension already added with similar functionalities.

Take a look at the extension that Sergey uploaded. It may not be as fully functional as yours or possibly may have some limitations that you have already solved.
Anything we can do to collaborate and make it better would be great. We wanted to actually pop up a screen and do a real time scan detection like the free app in AppWorld. But we only had 3 days in our hackathon
But we take a picture and automatically scan it instead. The Smartphone extension does real time detection.

I've gone through the realtime scanner. The extension added in github has similar features my extension is having. I've been struggling to get it realtime. Scanner for smartphone uses Java, but that is not supported in PlayBook. So I guess that is not possible with WebWorks at present.
