Hi charlesmun,
1st thing you have to do is install "BlackBerry WebWorks SDK 2.3.1.5".

and you can find out the bin folder in the path given below:

C:\Program Files (x86)\Research In Motion\BlackBerry WebWorks SDK 2.3.1.5\bin

What about installing the packaged app using the Graphical Aid? With this you also might be able to package, sign and deploy directly.

Thanks a lot. I believe i was missing that part. I am really eager to make BB apps and just want to get the hang of it.

i had not installed sdk 2.3.1. Instead i was using just Webworks sdk for BB10. since i do not have my dev alpha device with me i had decided to test the ap on BB9900 which is OS7. I believe after i install the SDK 2.3.1, i will be sorted. Thanks a lot for the contributions. Once i manage i'll let you know of my first BB app
