It works but it says Download failed. 907 Invalid COD
HTTP Error 404: Not Found, why do I need to upload the cod file too

The JAD file is a descriptor file which points to the COD files. You need to upload the entire contents of the OTAinstall directory including the JAD and all of the CODs (if there are more than one).
