Do you mean the "Tablet OS AIR SDK" from BlackBerry containing the BB UI, API's and tools? That's at 2.1 from https://developer.blackberry.com/air/download/#pla

On BB10 10.2 the AIR runtime has been upgraded to 3.5. The matching SDK from BlackBerry is 3.2.0.
