Did anyone think to check the development guide for updated info?

Oh dang... that was in the original link.  Serves me right for starting at the web form link posted later!

Re: Anyone notice Signing procedures?

Nice to see they haven taken the next step. Unfortunately I don't have a credit card, so I need to figure out a solution. I was hoping a verified Paypal account would be sufficient.

I am also not sure yet how the create a Developer certificate.

I filled out the form and after submitting it I got an order not approved message. I'm wondering if the company name is what is the problem - I'm not sure if it is because I don't have a developer certificate? How would I found it if I have one?

Company name is checked against your Developer Certificate when you sign, not when ordering.  So entering the "wrong" company name won't prevent you from ordering, but could prevent you from siging.

If you don't have a developer certificate you can create one using the company name you used in the order form.  You can find all of the steps here:  http://docs.blackberry.com/en/developers/deliverables/23959/Signing_your_application_1422721_11.jsp
