The documentation describes using FB 4.5 to create a "New ActionScript Mobile" project, but it seems like you also can create a "Flex Mobile Project", that will allow you to take advantage of the new Flash Builder components and target your app for BlackBerry OS.
This works fine, but under "Flex Mobile Project", I do not have access to any of the "qnx" packages / API's.
Did I miss something under the install?

Yeah, I know it works that way.
But if you just choose a standard Adobe Air Project, you do not have access to the new FB mobile components.
Take a look at this screen shot
At the top you have the option to choose your Target Mobile Device, landscape, etc
But using this option (Mobile Project)

Well you do have access to the qnx libraries, its just that it is not enabled to include the libraries in the build path. Seems to be like a bug or something when creating the Flex mobile project targetting the Tablet OS. However these libraries are automatically included when you select the ActionScript Mobile project. I have a open a bug in the issue tracker. Will wait for their response.

It appears that unlike under 4.01, you don't have to select the BB SDK explicitly... you can select HERO and it somehow finds the QNX libs just fine. Also looks like we can develop for both PlayBook and Android using same code... SWEET!

That seemed to make a little bit of difference, but I'm getting warnings.
It's def. a bug.
After selecting the option, the view (design view) changes. I'll might just stick to the ActionScript development portion, until they fix the bugs.
How can I see the bug in the issue tracker that you submitted?
