It has been my experience that things entered into JIRA only gets looked at way after an OS release has been give out. It does not seem to migrate from JIRA to internal bug base. You can certainly do this to show that it has been documented. And even though these seems urgent, if the right person does not pick up on it, it will probably not get done.
I do not know the processes that BB takes for JIRA items, it just seem that I usually get a flood of JIRA updates on tickets (usually will not fix) after the fact. Now it could be that they were fixed, it is just reported that way.
